Consultation on proposed changes to the admissions arrangements for Bingley Grammar School in-year admissions and Sixth Form (including a reduction in PAN in the Sixth Form)

Bingley Grammar School is consulting on consulting on the admissions arrangements for the school for admissions from September 2027. These arrangements include changes to the PAN and oversubscription criteria for the Sixth Form, and clarifying the processes for in-year admissions.
Please note the proposed changes do not affect:
The school’s Published Admission Number (PAN) for year 7, which remains at 300
The oversubscription criteria for years 7 to 11, including the priority admission area, and the sibling rule.
Proposed changes to the admissions arrangements:
- Spelling and grammar issues in the Year 7 admission arrangement (these do not have to be consulted upon)
- Clarification of the school’s capacity Year 7 September admission for pupils in Year 7 – 11 (in-year admissions)
- Clarification of the school’s in year admission processes, including highlighting Bradford’s in-year co-ordinated admission policy.
- Reduction of Sixth Form’s Published Admission Number (PAN) for year 12 to 175.
- Introduction of oversubscription criteria for entry into the Sixth Form
- Clarification of the appeals processes for Sixth Form admissions
Reasons for the proposed changes:
Year 7 Admission
- We have changed the spelling and grammar of some elements of the over subscription criteria to ensure that the text and notes link correctly. – We do not need to consult on these changes as they don’t affect the order or implementation of the rule.
In-Year Admissions
- In line with School Admission Code 2021 and guidance issued by the Office of the School Adjudicator, we are removing reference to PAN for admission into Year 7 (after 31 December annually) to Year 11 known as in-year admissions), to the “school’s own assessed capacity”.
- The school will publish these figures as soon as they are determined and a copy provided to the local authority as they manage the school’s in-year admissions processes.
- We are implementing Bradford Council’s In-Year Co-ordinated admissions policy (and the law) which means that for pupils moving schools but not moving house, a pupil will not normally be admitted until the first day of the next term, (Autumn, Spring or Summer). Exceptions in law and Bradford’s policy will continue to exist.
Sixth Form
- Reduction in Published Admission Number to 175, our healthy and viable Sixth Form has not admitted up to the current PAN (200) since before the pandemic. The highest figure being 184 in 2021.
- Due to the declining pupil population in North-West Bradford in future years, the sixth form will be unable to reliably plan for significant swings in application numbers unless an lower PAN is set.
- In line with the School Admission Code 2021, Bingley Grammar School pupils who meet the entry requirements will continue to be admitted above other students.
- The clarification of the of the oversubscription criteria and the appeal processes is introduced to comply with the School Admission Code 2021.
- Introduction of Best 8 grades entry requirement as part of the admission policy and not just in the prospectus. This reflects the strong correlation between average Key Stage 4 outcomes and A-level and Vocational outcomes (rather than subject specific grade correlation). This criteria is the average of the Best 8 Key Stage 4 grades including English Language and Mathematics.
- The policy introduces references to academic and general entry requirements, the admissions affect is that we will admit based on the rank order of pupil grades at Key Stage 4. And access to courses, once a pupil is admitted, will be limited based on these ‘academic’ or ‘general’ bandings. The points score for each banding will be published in the annual prospectus in advance of applications being accepted.
- It is important to note these entry requirements are sixth form entry criteria, not course specific criteria as some courses may still have further specific entry requirements as published in the annual prospectus.
